Rotonda West is a planned community laid out as a wheel, with the residential streets running in concentric circles around a central green and golf courses filling the segments. It is unincorporated Charlotte County, sits just inland from Cape Haze and Placida, and is close enough to the Gulf that salt is a genuine factor without being a beachfront environment.

Deed Restrictions Come Before the Permit

This is the part that makes Rotonda West different from anywhere else we work, and it is the single most common reason a project here takes longer than the homeowner expected.

Rotonda West is deed restricted with an active property owners association that reviews exterior changes. A pool enclosure is an exterior change. Approval is generally needed before the work proceeds, and the review covers things people do not always anticipate:

• Frame colour. Not every colour is acceptable in every section. Bronze and white are the usual safe choices but confirm rather than assume.
• Height and footprint. How far the structure extends and how tall it stands can both be constrained.
• Roof style. Mansard versus flat is sometimes a restricted choice rather than a free one.

The sequencing matters: association review, then county permit, then build. Running them the wrong way round, or skipping the first, is how a completed enclosure ends up needing modification at the owner’s expense.

Charlotte County Handles the Permit

Rotonda West is unincorporated, so building permits go through Charlotte County Building Construction Services. No city layer.

New pool cages require engineered drawings meeting current wind load requirements. Rescreening an existing frame never does. Structural repair only needs one when more than 50% of the structure is being replaced, so swapping a single beam does not.

Conditions Here

Salt reaches Rotonda. It is not beachfront, but it is close enough to the Gulf and to Placida that salt-driven fastener corrosion is a real failure mode. Homes on the western edge of the wheel see more of it than those toward the centre. We generally recommend stainless hardware here even though the community is technically inland, because the cost difference is small and the failure it prevents is the most common one we see.

Golf course frontage brings its own issues. Enclosures backing onto the courses take occasional ball strikes, which puts small punctures in screen panels. Individually minor, cumulatively the reason a cage needs rescreening earlier than its age suggests. Heavier mesh on the exposed elevation is worth considering if you are on a fairway.

Storm exposure is significant. Ian passed close and Rotonda West took damage. The same rule applies as across Charlotte County: post-2022 rebuilds are to current code, older surviving structures took load and deserve a real inspection rather than an assumption.
